Multi-factor authentication must cover every account that can reach sensitive systems. In a 2025 Ontario school-board breach, an account without MFA was compromised after more than 300 unsuccessful login attempts. The incident also showed why logs must generate actionable alerts instead of being stored for occasional manual review. The IPC’s findings also identified inadequate network segmentation and improperly configured data-loss controls.
Security cannot stop at identity. Endpoints need protection and patching, networks need segmentation, email requires phishing controls, and privileged activity must be monitored. Controls also need regular testing to confirm that they work as intended.

Student information can include contact details, academic records, attendance, behavioural information, accommodations, health-related data, and family information. Protecting this data requires more than securing board-owned systems.
School boards remain accountable for personal information handled by cloud, software, and edtech providers. Before approving a platform, boards should assess:
- What information the vendor collects
- Why each data element is required
- Where the information is stored
- Which employees and subcontractors can access it
- Whether MFA is enforced
- How access is logged and reviewed
- How long information is retained
- How data is returned or deleted
- How quickly the vendor must report an incident
- Whether the board can verify compliance
Vendor contracts should define security requirements, breach responsibilities, audit rights, subcontractor controls, data retention, deletion, and support access.
Remote vendor access should remain disabled unless it is required for a specific service request. It should then be time-limited, monitored, and removed when the work is complete.
This is not a theoretical risk. Ontario’s Information and Privacy Commissioner found that some school boards affected by the PowerSchool breach lacked adequate contractual protections, vendor oversight, access restrictions, and data-retention controls. The incident affected personal information belonging to nearly four million students, parents, and educators across at least 20 Ontario boards. The IPC’s recommendations emphasize stronger contracts, limited remote access, data minimization, monitoring, and coordinated breach planning.
Boards should also conduct privacy impact assessments before adopting tools that collect or process student information. Applications should not be approved simply because they are useful, inexpensive, or widely used.

A backup is valuable only if the board can restore the right systems within an acceptable timeframe.
School-board recovery planning should identify which services must return first, such as:
- Identity and authentication
- Student information and attendance
- Email and Microsoft 365 data
- Finance and payroll
- Transportation and operational systems
- Phone and emergency communication services
- Shared files and administrative records
Backups should be encrypted, separated from the production environment, protected from unauthorized deletion, and monitored for failures. Microsoft 365 data should be included where board recovery requirements exceed the platform’s built-in retention capabilities.
Recovery tests must verify more than whether files can be opened. Boards should confirm recovery times, dependencies, permissions, application functionality, and the steps required to restore operations at scale.
The incident response plan should also define who can authorize shutdowns, communicate with schools, contact insurers and legal counsel, coordinate with vendors, preserve evidence, and notify affected parties. Tabletop exercises allow those responsibilities to be tested before an actual emergency.
